The SPICE project

SPICE PROJECT (Synchronized PBN Implementation – Cohesion Europe)

"Avram Iancu" Cluj International Airport is affiliated to the Association of Romanian Airports within a project funded by the European Commission through the CEF Program.

The project is called SPICE and aims to implement a PBN performance-based navigation system that exploits the advanced navigation capabilities (RNAV) of modern aircraft, to enable efficient airspace design and systematization of air traffic routes in order to optimize the available airspace.

The SPICE project has a value of 39.029.792 Euros, is 85% co-financed by the European Union through the Connecting Europe Facility program and is to be implemented between 17.02.2016 and 31.12.2020.

Within this project coordinated by EUROCONTROL (the European Organization for the Safety of Air Navigation) the following are involved:

  • 5 air transport operators Aegean, Blue Air, Regional Air Service, SATA, Tap Portugal
  • 5 air traffic administrators DCAC, HCAA, LPS SR, NAV Portugal, ROMATSA
  • Association of Romanian Airports (AAR)
  • Romanian Civil Aeronautical Authority.

At the level of Romania, the project consists of a series of activities to design, approve and operate RNAV SID/STAR systems and procedures (RNP APCH LNAV, LNAV /VNAV, LP and LPV minimum) using the GNSS signal (EGNOS). The tasks of the project include the collection of data through obstacle studies corresponding to the airports participating in the project, design, coding and approval of the equipment for the implementation of the PBN. The implementation of the project's activities will allow the control of operations within the Romanian airspace with the help of PBN, thus allowing safer and more efficient trajectories, while also reducing the miss rate and redirection.

The airports in Romania, members and affiliates of AAR and implicitly the "Avram Iancu" Cluj International Airport, are involved in this project in the DESIGN AND IMPLEMENTATION ACTIVITY, namely: Collection of obstruction data - this activity falls to the Romanian Airports Association and is carried out by each airport.
