Airport rates at Avram Iancu Cluj International Airport

A. Rates for aircraft with MTOW less than or equal to two tons

1. The landing fee

Landing fee: 10.00 EURO

Parking fee: 10 EURO 

Lighting fee: 15 EURO - charged for each take-off or landing. 

Note: The parking fee is 10 EURO for the first 72 hours after landing. After the first 72 hours, the rate of 10 EURO applies

Remarks: 

1. The above rates do not include VAT; 

2. For Romanian companies, taxation will be done in RON according to the BNR from the day the invoice is issued. 

3. For general aviation flights, passengers and crews may travel to board/disembark aircraft without means of transport. Car transport will be provided only upon request. 

B. Rates for aircraft with MTOW greater than two tons

1. The landing fee

2. The lighting tariff

          b) Airlines that carry out cargo flights and irregular flights are granted an additional condition depending on the tonnage of the plane, as follows:

                   b1) For aircraft between 2 and 30 tons, the lighting tariff applied to aircraft is supplemented as follows:

                         L = {α x Tariff + [ rx (30 – MTOW)]} x MTOW, where Tariff – 2,55 EURO / ton / landing / take off

                        α – 120%

                        r – the degressive rate of tonnage, which is calculated by the following formula: r = (1 / √MTOW)

                       30 – average MTOW constant

                  b2) For airplanes with a tonnage greater than 30 tons, the lighting tariff is supplemented by 20%

          c) For airlines that only perform regular seasonal flights during a calendar year, the lighting tariff is supplemented by 20%.

Regular seasonal flights – independent flights (point-to-point), which are operated only during a certain period of the year, not during a whole year. Irregular flights: flights operated under conditions other than scheduled flights, including those flights made using chartered aircraft and operated with a certain regularity.

3. Parking fee

          b) Airlines that perform regular flights and that have at least two aircraft based at night, benefit from a 30% discount on the parking fee.

          c) Airlines that carry out cargo flights and irregular flights are granted an additional condition depending on the tonnage of the plane, as follows:

               c1) For aircraft between 2 and 30 tons, aircraft parking is supplemented as follows:

                      St = {Tariff × h + [r × (30 −MTOW)]}×MTOW , where

                      Rate – 0,2 EURO / ton / hour

                       h – hours of standing, after the 3 hours for which the tariff is not applied

                       r – the degressive rate of the tonnage, which is calculated by the following formula

                       30 – average MTOW constant

               c2) For airplanes with a tonnage greater than 30 tons, the parking fee is supplemented by 100%.

          d) New airlines that operate regular flights from the airport benefit from a 100% discount for the first 12 months of operation. By new airline is meant that company that has never operated regular flights from Avram Iancu Cluj International Airport, or at least not in the last 5 years, prior to the date proposed for the start of flights.

          e) For airlines that only perform regular seasonal flights during a calendar year, the parking fee is supplemented by 25%. Regular seasonal flights – independent flights (point-to-point), which are operated only during a certain period of the year, not during a whole year.

Irregular flights: flights operated under conditions other than scheduled flights, including those flights made using chartered aircraft and operated with a certain regularity.

4. Passenger services

Regular flights: flights to and from the Airport, operated regularly, according to a predetermined schedule, during a whole year or for periods shorter than 1 year, which are repeated with an obvious systematic frequency, and the tickets for each of these flights are made available to the public for individual purchase directly from the air operator and/or through authorized agents.

         b) Airlines that carry out regular flights and that have at least two aircraft based at night, benefit from a 23% reduction in the passenger service tariff.

         c) Airlines that perform irregular flights - the passenger service fee is supplemented by 100%. Irregular flights: flights operated under conditions other than scheduled flights, including those flights made using chartered aircraft and operated with a certain regularity.

          d) The level of the passenger service tariff remaining after the application of the associated additional conditions is supplemented by 10% of the unit level (6 euros / boarded passenger x 10% = 0,6 euro / boarded passenger) of the passenger service tariff, for each passenger on board.

          e) For airlines that only perform regular seasonal flights during a calendar year, the passenger service tariff is supplemented by 25%. Regular seasonal flights – independent flights (point-topoint), which are operated only during a certain period of the year, not during a whole year.

          f) Airlines that annually register a total additional traffic of at least 300.000 passengers by reference to the passenger traffic of the previous year, benefit from a 30% discount on the passenger service tariff. The discount only applies to additional traffic made from one year to another, based on the following condition:                      

          t n + 1 - t n = minimum 300.000 total pax transported/year, where:                                       

          tn – the total passenger traffic recorded for the 1st reference year                                       

          t n + 1 – the total passenger traffic recorded for the 2st reference year                                    

        n = reference year 1, n+1 = reference year 2, n+2 = reference year 3                    

The applicability conditions for point f) of the conditions associated with the tariff for passenger services, are the following:

  • These additional associated conditions may apply concurrently with the financial incentives granted to companies opening new destinations. In the case of any airline, this grid will only apply after two full calendar years of operation.
  • Additional conditions associated with PASSENGER fares for ADDITIONAL TRAFFIC (CSA -TS), apply only to passenger service fares, for a maximum number of 3 years, regardless of whether they are consecutive years or not.
  • The CSA-TS applies cumulatively with the other additional conditions applicable to the passenger service tariff
  • The CSA-TS related to the passenger service tariff applies from reference year 3, following a traffic increase of over 300.000 additional registered passengers in reference year 2 compared to reference year 1.
  • The related CSA-TS discounts are applied starting from the first calendar month of the 3rd reference year, until the additional passenger threshold registered in the previous year is reached.

5. Security Fees

6. Other rates

6.1. Development fee

UNIT LEVEL OF THE TARIFF: 5.00 EURO / passenger boarded

The tariff does not apply to passengers in transit, in transfer and to children under 2 years old.

Additional conditions associated with the development fee

       b) Airlines that perform regular flights and that have at least two aircraft based at night, benefit from a 20% discount from the development tariff.

       c) The development fee is used for the purpose financing the investment objectives of the Airport International Avram Iancu Cluj RA, according to the strategy of its development. The development fee will be applied until 31.12.2028

       d) Airlines that annually register a total additional traffic of at least 300.000 passengers by reference to the passenger traffic of the previous year, benefit from a 30% discount on the development tariff. The discount only applies to additional traffic made from one year to another, based on the following condition:                      

               t n + 1 - t n = minimum 300.000 total pax transported/year, where:                                       

               tn – the total passenger traffic recorded for the 1st reference year                                       

               t n + 1 – the total passenger traffic recorded for the 2st reference year                                    

               n = reference year 1, n+1 = reference year 2, n+2 = reference year 3

6.2. Transit fee

UNIT LEVEL OF THE TARIFF: 3.00 EURO / passenger boarded.

The fare is charged for each passenger in transit who disembarks from the aircraft.

The rate does not apply to children under 2 years old.

6.3. Transfer fee

UNIT LEVEL OF THE TARIFF: 3.00 EURO / passenger boarded.

The fare is charged for each passenger boarding at the airport, in transit at that airport.

The rate does not apply to children under 2 years old.

6.4. Tariff for passengers with reduced mobility (according to EC Regulation no. 1107/05 July 2006)
