Travel conditions for minor Romanian citizens
Minors under the age of 16 can only travel accompanied
Minor accompanied by both parents
He only needs a valid travel document (passport or identity card, depending on age and country of destination.
Minor accompanied by one of the parents
He needs a valid travel document and the declaration of the other parent which can be authenticated in the country by the public notary, and abroad by the diplomatic missions or consular offices of Romania abroad or if they were given before the foreign authorities to meet the conditions of super-legalization provided by law or to have the apostille applied according to the Convention regarding the suppression of the requirement for the legalization of foreign official documents, adopted in The Hague on 05.oct.1961.
Minor accompanied by one of the parents who exercises parental authority alone on the basis of a final and irrevocable court decision or on the basis of a final court decision for processes started on 15.02.2013
He needs a valid travel document and the court decision presented in the original or a legalized copy.
Minor accompanied by one of the parents presenting the death certificate for the other parent
He needs a valid travel document and the death certificate presented in the original or a certified copy.
Minor accompanied by an adult natural person
He needs a valid travel document, a statement from his parents/sole parent/legal representative, and the accompanying person, a Romanian citizen, will have his criminal record checked at the crossing point. In the case of accompanying foreign nationals, they will have to present a criminal record certificate.
Minor accompanied by an adult natural person who presents for one of the parents a court decision by which he alone exercises parental authority
He needs a valid travel document, the court decision presented in the original or a legalized copy, a statement from the parent exercising parental authority. In the case of the accompanying Romanian citizen, his record will be checked at the crossing point. In the case of the accompanying foreign citizen, he will have to present a criminal record certificate.
Minor accompanied by a designated person from an authorized commercial company, under the terms of the law, which carries out international transport activities
Needs valid travel document and declaration from parents/sole parent/legal representative. In addition, the company representative presents the border police with an accompanying form for the minor.
Exceptions to the obligation to submit a statement of consent from one or both parents
When the minor has established domicile or residence abroad and moves to the country of destination
He needs a valid travel document and presents documents showing proof of domicile or residence, documents that must be accompanied by legalized translations, with the exception of travel documents, identity documents or residence permits/cards.
When the minor travels for studies or official competitions
He needs a valid travel document and presents documents showing the period and the state or states in which these studies or competitions will take place, even if there is the consent of only one of the parents.
When the minor moves to benefit from a medical treatment that is not possible on the territory of Romania
He needs a valid travel document and presents supporting documents issued or approved by the Romanian medical authorities, which show the period and the state or states in which the medical treatment is to be granted, even if there is no consent of both parents, of the other parent, of the surviving parent or legal representative.
Travel conditions for married minors
Underage Romanian citizens, married under the terms of the law, can travel abroad unaccompanied and without the consent of their parents/legal representative if, on the occasion of the border crossing control, they present a valid travel document (passport or identity card) and the certificate of marriage in original or legalized copy.
Travel conditions for minors over the age of 16 traveling unaccompanied
Minor Romanian citizens, over the age of 16, can travel abroad unaccompanied if, at the time of border crossing control, they present a valid travel document (passport or identity card) and an authenticated statement from both parents that includes their consent regarding the performance of the respective trip, the country of destination as well as the purpose of the trip.
With regard to the purpose, we make it clear that it is necessary that the content of the declaration expressly states that the trip is carried out for the purpose of visiting relatives, participating in studies or to undergo a medical treatment without which life or health is put in jeopardy danger.
What must be declared when entering/exiting in/from Romania?
The introduction of mobile cultural assets in Romania
Movable cultural goods can be declared in writing upon entering the country in order to take them out of the country without further approval.
For the written declaration, ask the customs agents for declaration forms.
Removal of mobile cultural assets from Romania
Movable cultural goods, classified or not classified in the National Cultural Heritage, are restricted goods and can only be taken out of the country accompanied by an export certificate, definitive or temporary, issued by the County Directorates of Culture, Cults and National Cultural Heritage or the Directorate of Culture, Cults and the National Cultural Heritage of the Municipality of Bucharest.
The categories of movable cultural goods exempted by law from the obligation to hold an export certificate are:
- works of plastic and photographic art, works of decorative or religious art, as well as any other works created by living authors (artists, freelance artists, amateur artists, craftsmen, artisans, pupils, students or children and others) in following activities carried out independently or within creative workshops, circles or cenacles, within the instructional-educational process or production units under public or private legal entities;
- the ethnographic works of living folk craftsmen.
Amounts of money greater than or equal to 10.000 euros must be declared to the customs body.
What is prohibited?
Transportation is prohibited unauthorized of :
- drugs, psychotropic substances, essential chemicals and precursors, dangerous chemical preparations, as well as
- products with a special regime, in the category of which they belong:
- strategic products (military and dual-use products);
- radioactive materials, chemical, biological, nuclear and mass destruction weapons;
- weapons, ammunition and explosive materials;
– hazardous substances for health and the environment – waste;
– products that affect the ozone layer;
Drug trafficking and their possession for personal consumption constitute a crime and are prohibited on the territory of Romania.
What is allowed?
It is allowed to import/export from/to EU Member States excisable tobacco products for own use, which does not exceed the following quantitative limits:
- cigarettes – 800 pieces:
- cigarettes (with a maximum weight of 3 grams/piece) – 400 pieces:
- leaf cigarettes – 200 pieces;
- smoking tobacco - 1 kg.
The import/export from/to non-EU countries of the following tobacco products is allowed:
- 200 cigarettes, using air transport;
- 100 cigarillos (cigars with a maximum weight of 3 grams each);
- 50 cigars;
- 250 grams of smoking tobacco.
The introduction of tobacco products into Romania can be applicable either for one of the above-mentioned categories or for a combination of them, provided that the total percentages used from the individual quantities allowed do not exceed 100%.
In Romania, smuggling tobacco products is a crime and is punishable by law.
