Aeronautical safety at Avram Iancu Cluj International Airport

Operational safety is a set of measures aimed at protecting against human errors, which are usually unintentional actions carried out in ignorance, or caused by the neglect of professional responsibilities, the total lack or insufficient existence of operational procedures, equipment and plant failures technical, favorable environmental factors or cases of force majeure.

Operational safety includes rules, objectives and responsibilities, embedded in the concepts of risk management, change management and safety management, embodied in provisions and provisions that can be classified into the following categories:

Safety of the airport infrastructure – safety of the integrity of the runway, taxiways and platforms in accordance with the technical-constructive specifications.
Carrying out ground operations for aircraft, with the main purpose of ground handling of aircraft, reducing the risk of collision between aircraft, between aircraft and vehicles, between aircraft and buildings or other obstacles, including aircraft personnel, in all weather conditions (low visibility conditions , massive snowfalls, storms with wind intensifications, electrical discharges...) or other unforeseen situations.
Managing the risk of aircraft collisions with birds and animals.
Track Intrusion Control.
Maintaining an uncontaminated work environment, free of foreign objects (FOD) that may cause damage to aircraft or injury to passengers and employees.
Continuous training, appropriate qualification and verification of personnel engaged in operational activity.
Developing safe work procedures and updating them.
Creating and maintaining a safety culture within the organization.

Creating a safety culture is about providing the conditions that allow employees to:
– understand the importance of the concept of operational safety,
- respect the safety rules
– to initiate the hierarchical reporting process when observing irregularities or violations of procedures.

The reporting of irregularities is not intended to lead to the punishment of a person, but rather to the identification of hazards, their assessment by experts so that potential risks are removed or reduced to an acceptable level.

A core principle of safety culture is not to punish anyone based on such reporting.

The Aeronautical Control, Quality and Safety Department is only interested in the report itself, the opportunity to present it in order to correct and avoid the consequences due to the alteration of safety conditions and the necessary corrections to be made to the system in order to avoid the occurrence of aviation incidents and accidents.

In this context, safety bulletins are short periodic information regarding these aspects, with an emphasized instructive, educational role, relying on the visual impact of the consequences of possible errors.

Safety Information Bulletins

Safety Bulletin – Foreign Object Debris (FOD)

The abbreviation (FOD) stands for – “a foreign object that causes damage/damage.” and refers to an object that is in the air operations area and has no operational or aeronautical function. FODs have the potential to pose a hazard to aircraft operations on the ground.

During construction activities, several materials (stones, tools, vehicle parts, plastics, etc.) have the potential to become FODs if transferred by vehicles, weather phenomena, etc. on moving surfaces or other operational areas.

Immediately remove or retain observed FODs. They are stored in the designated special containers.

It is recommended that each employee acquire a good practice called "clean-as-you-go", which refers to the removal of FODs during the performance of daily work activities.

Announce, câno longerânot possible, aircraft operators in case of identification of parts that could belong to an aircraft.

FOD containers are located in the following areas:

  • near position 11, 15 16 (Platform 2)
  • near position 9 (Platform 1).

Containers are marked with the inscription FOD.

Depositing household waste in special containers intended for FOD collection is strictly prohibited.

Just culture

  • Awareness and encouragement of the constructive attitude of the entire staff in order to bring to the attention of the manager the deviations from the applicable procedures and regulations, the dysfunctions or dangerous trends existing in the system, without the reporting staff suffering punitive or other consequences.
  • Protection of aeronautical personnel against elements that may affect the safe and secure conduct of airport activity.
  • Improving the flow of information to protect civil aviation from disruptive elements.
  • The sole objective of incident reporting is to prevent accidents and incidents, not to establish fault or liability.
  • Reports are strictly confidential.
