Border Police Cluj Airport
The Romanian Border Police is part of the Ministry of Internal Affairs and is the specialized institution of the state that exercises its duties regarding the supervision and control of the crossing of the state border, the prevention and combating of illegal migration and specific acts of cross-border crime committed in the area of competence, compliance with the legal regime of the state border, passports and foreigners, compliance with public order and peace in the area of competence, in accordance with the law.
Main duties
- Supervision of the state border of Romania;
- Prevention of illegal border migration and cross-border crime;
- Control of documents necessary for legal border crossing;
- Ensures the correct flow of people and goods traffic at crossing points;
- Ensures border crossing control of weapons and ammunition;
- Surveillance of the airspace adjacent to the state border;
- Applying the provisions of treaties, documents or conventions signed by the Romanian state with neighboring states or with international organizations;

Travel documents
The travel documents required to enter and exit the country are the passport or identity card (only for EU citizens and citizens of the states with which Romania has signed agreements in order to recognize the identity card as a border crossing document).
Visa
Citizens of the EU states, member states of the European Economic Area (Norway, Iceland, Liechtenstein) and Switzerland are exempt from the obligation to hold a visa upon entering Romania according to GEO 102/2005. Family members of EU, EEA and Swiss citizens who hold a valid document attesting residence in an EU state as a family member also benefit from the same regime.
Foreign citizens traveling to Romania must first obtain a visa from a Romanian embassy or consulate, with the exception of those coming from states with which Romania has signed visa waiver agreements or for which the visa requirement has been unilaterally waived. Foreigners who meet the following conditions may be allowed to enter the territory of Romania:
- possesses a valid document for crossing the state border, which is accepted by the Romanian state;
- possess a visa or residence permit granted under the terms of this emergency ordinance or, as the case may be, possess any authorization that gives the holder the right to transit or stay on the territory of Romania based on the normative acts of the European Union, binding and applicable for Romania, if through agreements international has not been established otherwise;
- present, under the terms of this emergency ordinance, documents that justify the purpose and conditions of their stay and that prove the existence of adequate means both for maintenance during the stay and for returning to the country of origin or for transit to another state where there is safety that they will be allowed to enter;
- presents guarantees that they will be allowed to enter the territory of the destination state or that they will leave the territory of Romania, in the case of foreigners in transit;
- no alerts are entered on their names in the National Alert Information System for the purpose of refusing entry to the territory of the Romanian state;
- their names are not entered into the Schengen Information System for the purpose of denying entry;
- they are not reported by the competent authorities as posing a danger to national defense and security, order and public health.
According to GEO 194/2002, the border police can grant transit or short-stay visas at the border crossing points, only as an exception, in the following cases:
- in case of emergency, determined by disasters, natural calamities or accidents;
- in case of death or serious illness of close relatives, proven with appropriate documents;
- in the case of crews and passengers of aircraft in special situations, having to land as a result of malfunctions, bad weather or danger of a terrorist attack;
- in the case of officials of international organizations, delegated to carry out official missions in Romania, in a short interval.
The provisions of Regulation EC 810/2009 and Regulation (EU) 2016/399 (Schengen Borders Code) are thus respected.
In order to issue a visa at the border crossing point, it is necessary that the applicant:
- to have a valid border crossing document;
- justify the purpose and conditions of the stay and have sufficient means of subsistence;
- not to be the subject of an alert in the SIS for the purpose of refusing entry, as well as not to be considered a threat to the Romanian state;
- not having been able to apply for the visa in advance and to present documents that prove the existence of unforeseen and imperative reasons for entry;
- to prove the certainty of the return to the country of origin or residence or the permission to transit to other states.
Travel conditions abroad for minor Romanian citizens
Minor Romanian citizens can only leave the country if they are accompanied by an adult natural person. The exit conditions in this case are provided by art. 30 of Law 248/2005.
The border police authorities allow minor Romanian citizens to leave Romania only if they are accompanied by an adult natural person, in the following cases:
- the minor who is the holder of an individual travel document or, as the case may be, of an identity card/electronic identity card and travels abroad accompanied by both parents is allowed to leave under the same conditions and together with them;
- the minor who is the holder of an individual travel document or, as the case may be, of an identity card/electronic identity card and travels abroad with one of the parents is allowed to leave under the same conditions and together with him only if the accompanying parent presents a statement from the other parent showing his/her consent to travel abroad, for a period not exceeding 3 years from the date of its preparation or, as the case may be, proof of the death of the other parent;
- the minor who is the holder of an individual travel document or, as the case may be, of an identity card/electronic identity card and who travels abroad with one of the parents is allowed to leave under the same conditions and together with him, without the declaration of the other parent is required, only if the accompanying parent proves that it was entrusted to him by a final and irrevocable court decision or that he alone exercises parental authority on the basis of a final and irrevocable court decision or on the basis of a final court decision for the proceedings that have begun dated February 15, 2013;
- the minor who is the holder of an individual travel document or, as the case may be, of an identity card/electronic identity card and who travels accompanied by another natural person of legal age is allowed to exit under the same conditions and together with him only if the accompanying person presents a statement from both parents or, as the case may be, from the parent to whom it was entrusted by a final and irrevocable court decision, from the parent who alone exercises parental authority under a final and irrevocable court decision or under a final court decision for the processes started on February 15, 2013, of the surviving parent or his legal representative, which include their agreement regarding the making of trips abroad, for a period not exceeding 3 years from the date of its preparation, as well as the dates identity of the respective companion.
As an exception to the provisions of para. (1) lit. b) and d), the statement of the other parent, the statement of both parents or, as the case may be, of the parent to whom the minor was entrusted, of the parent exercising parental authority alone, of the surviving parent or of his legal representative, regarding their agreement regarding the performance of travel abroad when leaving Romania, it is not necessary then the Romanian minor citizen with domicile or residence in the country of destination moves accompanied under the conditions of this article, in this country.
The declarations provided for in para. (1) lit. b) and d) must be authenticated in the country by the notary public, and abroad, by the diplomatic missions or consular offices of Romania or, if they were given before foreign authorities, meet the conditions of superlegalization provided by law or have applied apostille according to the Convention regarding the suppression of the requirement of superlegalization of foreign official documents, adopted in The Hague on October 5, 1961, to which Romania acceded by Government Ordinance no. 66/1999, approved by Law no. 52/2000, with subsequent amendments, except for those emanating from a state with which Romania has concluded treaties, conventions or legal assistance agreements, in civil matters or family law, which provide for the exemption from over-legalization. The declarations must be issued to the parties in two duplicates, of which one duplicate is kept by the companion, and the second duplicate accompanies the minor's passport.
Natural persons of legal age, other than parents, accompanying minors, are required to hold the criminal record certificate, issued for this purpose.
