Project "Equipment and security control systems for passengers, baggage and cargo", SMIS code 2014+155156, project co-financed from the European Fund for Regional Development through the Large Infrastructure Operational Program 2014 – 2020
Avram Iancu Cluj International Airport, as the beneficiary of non-refundable funds through the Large Infrastructure Operational Program 2014-2020 and the Ministry of Transport and Infrastructure, as the Intermediate Body for Transport, signed the Financing Agreement No. 188/02.11.2022 for the realization of the project "Equipment and security control systems for passengers, baggage and cargo"
Avram Iancu Cluj International Airport is responsible for the application of security measures, manages the access control activity, operatively coordinates and ensures the infrastructure and specialized equipment, in order to prevent acts of illegal intervention at the airport. Thus, through the project, high-performance security equipment will be purchased that will ensure the increase of the airport's security level:
SAMD footwear metal detection equipment are required for the detection and indication by triggering an alarm of metallic objects.
This equipment used in conjunction with WTMD detector gates shall be capable of detecting and indicating all alarms generated by metal objects in the possession of a person in at least two zones. The equipment will be installed on the security control flow in the Departures Terminal.
Scanning equipment equipped with 2 x-ray generators for trailer-type parcels mobile X-ray baggage scanning equipment and are required to carry out the security control of checked baggage at the aircraft parking place, in crisis situations, in accordance with the National Airport Security Program. The mobile equipment is equipped with two generators arranged at an angle of 90°, providing two-point screening of objects up to 100 x 100 cm. The dual-view shielding mode ensures reliable inspection of tightly packed objects in a single process, while reducing inspection time and increasing the efficiency of the procedure.
WTMD metal detector gates will complement the security control system on the oversized baggage flow, non-passenger processing flow and transit flow. Detection gates operate at different levels of regulation in conjunction with other detection equipment.
People examination system Standard 2 – people scanner
The Standard 2 person scanning/examination system uses millimeter wave technology to detect a wide range of materials such as metals, plastic or ceramic objects, liquids, etc. hidden on people's bodies. The system software indicates the location of the hidden object by displaying a mark on the dummy. The system will be integrated into the security filter configuration. The scanning system must be certified to ECAC Standard 2.
The purchase of the Standard 2 person examination system will ensure:
- an increase in passenger processing standards;
- a significant reduction in passenger processing time;
- a greater ability to detect distinct metallic and non-metallic objects on the body or in clothing, regardless of the position of the object;
- detection and indication by means of an alarm of metallic and non-metallic objects, including explosives,
- a low rate of false alarms;
- robust operational reliability;
ETD explosive trace detection equipment ensures the rapid detection of explosives.
Taking into account Decision (EU) no. 8005 of 16.11.2015 regarding the use in the security control process of passengers, staff, hand luggage and/or hold of a certain percentage using explosive trace detection equipment (ETD), as well as the European Commission Decision of 16 March 2020 regarding the use of a single pad for each sampling, it is necessary to supplement the number of ETD type equipment.
The proposed investments within the project "Equipment and control systems Security for passengers, baggage and cargo”, respond to eligible actions within POIM 214-2020, Priority Axis 2 (AP) Development of a quality, sustainable and efficient multimodal transport system, Investment Priority 7c – Development and improvement of transport systems that respect the environment, including those low-noise and low-carbon, including inland waterways and maritime transport systems, ports, multimodal links and airport infrastructure, with the aim of promoting sustainable mobility at regional and local level, Specific Objective 2.3 ( OS) Increasing the degree of sustainable use of airports.
The investment objective of the project is as follows:
- Equipment for metal detection in footwear SAMD – 4 pcs.;
- Scanning equipment equipped with 2 X-ray generators of trailer-type parcels - 1 pc.;
- Metal detection gates WTMD – 3 pcs;
- Person examination system Standard 2 - person scanner - 2 pcs;
- ETD explosive trace detection equipment – 7 pcs;
Following the implementation of the project, the Avram Iancu Cluj International Airport will have a security control system for passengers, luggage and cargo and equipment that will contribute to increasing the level of security at the airport and will ensure the reduction of the waiting time at the security control and the efficiency baggage processing flow.
The total value of the Financing Agreement is 7.663.645,51 lei, of which the amount of co-financing by the European Union is 5.477.951,22 lei.
For the project "Security control equipment and systems for passengers, luggage and cargo” – SMIS code 2014+155156, the implementation period is 22 months, respectively between 01.03.2022 and 31.12.2023.
