Avram Iancu Cluj International Airport, as the beneficiary of non-refundable funds through the Large Infrastructure Operational Program 2014-2020 and the Ministry of Transport and Infrastructure, as the Intermediate Body for Transport, signed the Financing Agreement No. 187/02.11.2022 for the realization of the project "Increasing the safety and security of passengers at Avram Iancu Cluj International Airport - Ensuring the safety of passengers at Avram Iancu Cluj International Airport"
The project "Increasing the safety and security of passengers at the Avram Iancu Cluj International Airport - Ensuring the safety of passengers at the Avram Iancu Cluj International Airport" has the general objective of increasing the degree of safety and security of passengers in the airport perimeter, streamlining the maintenance, safety and security activities carried out in the perimeter of the airport, the efficiency of electricity consumption and the reduction of the impact on the environment.
The activity of Avram Iancu International Airport Cluj RA is closely related to the economic development of the region where it is located. The flexible and stimulating pricing policy for services offered to airlines, the growth and diversification of services offered to passengers and air operators, as well as the application of an active marketing policy, make up the strategy for the continuous development of airport traffic. In the field of aeronautical security, the Avram Iancu Cluj International Airport is responsible for the application of security measures, manages the access control activity, coordinates operatively and ensures the infrastructure and specialized equipment, in order to prevent acts of illegal intervention at the airport.
The general objective of the project is to increase the level of security and safety of passengers at Cluj International Airport in compliance with the requirements of Regulation (EU) No. 139 of the Commission establishing technical requirements and administrative procedures related to airfields, the cancellation of the Acceptance and Action Document regarding Deviations DAAD-LRCL-02 and part of the Document of Acceptance and Action on Deviations DAAD-LRCL-03 related to Aerodrome Certificate RO-07, as well as the provision of an airport infrastructure to air operators to ensure the safe conduct of air traffic , the implementation of modern and effective airport security measures, which will ensure the security of the perimeter and reduce the risk of illegal interventions, ensuring a high level of safety during civil aviation activities and the permanent improvement of safety measures, reducing the time in which carries out the process of removing the rubber from the runway and the markings, the detection, in advance, of the movements of birds and the protection of aircraft against them and the compliance with the provisions of ICAO Doc 9476 Manual of Surface Movement Guidance and Control Systems (SMGCS) and the provisions of the document EAPPRI - European Action Plan for the Prevention of Runway Incursions Ed. 2, as well as the provisions mentioned in PIAC-AD-LVP, Ed. 2 of 2018.
The specific objectives of the project are:
Systems and works for perimeter surveillance, access control, as well as the implementation of the smart fence The investment objective consists in the implementation of modern and effective airport security measures, which will ensure the security of the perimeter and reduce the risk of illegal interventions, security measures imposed by the Regulations National and European, related to the restricted area and the critical part at Avram Iancu Cluj International Airport. The project will include the implementation of perimeter CCTV systems, smart fence and perimeter lighting with all the necessary infrastructure for the entire perimeter. The acquisition of equipment necessary for the safe conduct of airport activity. The investment objective consists in ensuring a high level of safety at the Avram Iancu Cluj International Airport during civil aviation activities and the permanent improvement of safety measures in accordance with the strategic document General Master Plan for Transport of Romania and the provisions of Regulation (EU) no. 139/2014 establishing technical requirements and administrative procedures related to aerodromes.
The main benefits of purchasing the equipment necessary for the safe conduct of airport activity are the following:
- the provision of machines and equipment that allow a high productivity of carrying out the maintenance activities of the grassy surface of the airport;
– maintaining the certification base related to the aerodrome certificate in terms of meeting the certification specifications regarding the lighting of aircraft parking positions and regarding the appropriate signaling of areas closed to operational activity on the airport movement surface
- carrying out the maintenance activities carried out at the airport in a shorter time, by carrying out the same activities with several machines simultaneously, taking into account the reduced time allowed for parking in the safety areas related to the take-off-landing runway and taxiways
- streamlining the working time allocated to carrying out maintenance activities, which will make it possible to carry out more activities
- the fulfillment of good practices in the field of carrying out maintenance activities at the airport, in accordance with those carried out at European and World level
– the appropriate lighting of the isolated parking position in case of parking an aircraft in an emergency situation involving aircraft carrying dangerous goods / passengers coming from areas considered to be at endemic risk or aircraft where bomb threats have been reported
– Equipment for removing rubber from the track and markings from the running surface. The investment objective aims to maintain the development of Avram Iancu Cluj International Airport by reducing the time required to remove the rubber from the runway and the markings. The equipment with which these processes are carried out, at the moment, requires a long period for their fulfillment, which implies a long time of occupation of the movement surfaces, during which the specific operational activities could be carried out. The main objective of the equipment is to improve aeronautical safety, for aircraft operating on the movement surface of Avram Iancu Cluj International Airport, taking into account the existing traffic and its maintenance in the following years, increasing the degree of safety by removing rubber residues, generated in the landing braking process on the runway.
Integrated CCTV system with access control system for the protection of civil aviation The access control system ensures the security of the access doors within the Airport, both those that delimit different security areas, but also those that are not intended to be accessible to passengers and their accompanying persons , according to the AIAIC Security Program and national/international regulations in the field of civil aviation security. Achieving the investment objective primarily ensures compliance with the legal requirements in the field of civil aviation, EU Regulation 1998/2015 establishing detailed measures for the implementation of common basic standards in the field of aviation security, which provides for the use of an electronic system that limits access to areas of airport security, one person at a time. By implementing the investment, the aim is to increase the security level of the airport, resulting from the use of the capabilities of a high-performance access control system. Also, the informational capacity will increase significantly, and through the implemented systems, access control activities will benefit from an improvement. The main purpose of the new VMS system is the real-time monitoring of the risks in the physical security/activity areas in order to make security measures more efficient regarding timely intervention. The system will allow the quick and correct identification of people and means of transport in physical security areas, the continuous surveillance of security areas, the continuous or rule-based recording of events (in the pre- and post-event mode), the condition of the equipment in the solution, the auditing devices and sending messages to decision-makers and event-based action. In order to manage these systems as efficiently as possible, their integration will be done in a single location with a surface that allows activities to be carried out. This location was identified and allocated for the creation of CCTV and Access Control dispatches in the basement of the Departures Terminal, where a warehouse of approximately 200 square meters currently operates.
In this sense, it is necessary to arrange it with the following facilities: - air conditioning infrastructure (the space is located in the basement of the Departures Terminal)
– specific fire protection for CCTV / Access Control dispatchers and their related technical cameras
- electricity installation to ensure the supply of equipment and technical rooms
– water/sewer installation
- compartmentalization of the space: TVCI dispatch room, Access Control desperate room, technical room, social group - finishing and equipping this space with all the necessary products / equipment.
The proposed investments in the project "Increasing the safety and security of passengers at Avram Iancu Cluj International Airport - Ensuring the safety of passengers at Avram Iancu Cluj International Airport", respond to eligible actions under POIM 214-2020, Priority Axis 2 (AP) Development of a transport system multimodal, quality, sustainable and efficient, Investment Priority 7c – Development and improvement of environmentally friendly transport systems, including those with low noise and low carbon emissions, including inland waterways and maritime transport systems, of ports, multimodal links and airport infrastructures, with the aim of promoting sustainable mobility at regional and local level, Specific Objective 2.3 (OS) Increasing the degree of sustainable use of airports.
The following are targeted within the investment:
1. Systems and works for perimeter surveillance, access control and smart fence implementation
2. The purchase of equipment necessary for the safe conduct of the airport activity: Agricultural tractor 110 hp, 4×4 - 1 pc, Tractor-drawn mower - 1 pc, Tractor front mower - 1 pc, Plant material chopper - 1 pc, Roller – 1 pc, Multifunctional machine with accessories (tip bucket, extendable working arm, vegetation mower, branch cutter head) – 1 pc, Mobile LED lighting tower – 2 pcs, Mobile lighting tower – 1 pc, Agricultural tractor with accessories - 1 pc, Front loader with tractor bucket - 1 pc, Front PTO with chopper for tractor - 1 pc, Equipment for removing rubber from the track and markings from the moving surface - 1 pc
3. Integrated TVCI system with access control system for the protection of civil aviation.
The total value of the Financing Agreement is 35.992.492,22 lei, of which the amount of co-financing by the European Union is 25.711.764,19 lei.
For the project "Increasing passenger safety and security at Avram Iancu Cluj International Airport - Ensuring the safety of passengers at Avram Iancu Cluj International Airport" - SMIS code 2014+ 135234, the implementation period is 89 months, respectively between 12.08.2016 and 31.12.2023 .
The project is co-financed from the European Fund for Regional Development through the Large Infrastructure Operational Program 2014-2020.
