Project "Explosive detection equipment Standard 3 type CTX" - SMIS code 2014+ 120703, project co-financed from the European Fund for Regional Development through the Large Infrastructure Operational Program 2014 - 2020
The Standard 3 CTX type explosive detection equipment project, code SMIS2014+120703 co-financed from the European Regional Development Fund, through the Large Infrastructure Operational Program 2014-2020 contributes to the achievement of the Specific Objective OS 2.3- "Increasing the degree of sustainable use of airports" of the POIM , by investing in security equipment to ensure quality services to passengers.
The project aims at the integrated implementation of a checked baggage security control system, to the standards established by the European Civil Aviation Conference (ECAC), for the detection of explosive materials in checked baggage and which includes both X-ray checked baggage scanning equipment standard 3, as well as the system for transporting and sorting checked baggage.
By implementing the Standard 3 CTX type explosive detection equipment project, it is considered to replace the EDS (Explosive Detection System) Standard 2 hold baggage security control equipment with Standard 3 CTX type explosive detection equipment (X-ray computer tomograph ), in accordance with the Implementing Regulation (EU) 2015/1998 of the European Commission of November 5, 2015 laying down detailed measures for the implementation of the common basic standards in the field of aviation security.
In order to implement and achieve this objective, Standard 2 EDS (Explosive Detection System) checked baggage security screening equipment will be replaced with Standard 3 CTX (computed tomography X-ray) explosive detection equipment and the necessary ancillary systems their functioning. Thus, by developing new technologies regarding the method of scanning checked baggage and the possibility of analyzing it in 3D, in order to scan a much larger number of baggage in a much shorter time, it is necessary to implement a new standard in the process of scanning checked baggage. Standard 3 of EDS equipment involves an increase in the sensitivity of explosives detection and a more detailed analysis of the images related to checked baggage. The new Standard 3 CTX security control equipment system integrated into the transport system, with an advanced processing capacity, will offer a higher level of detection which will ensure the increase in the security level of checked baggage. Thus, the implementation of the project will directly contribute to streamlining the control of checked baggage and reducing their processing times.
The total value of the Financing Agreement is 23.288.619,60 lei, of which the value co-financed by the European Union is 15.483.084,37 lei and the value from the non-refundable state budget is 2.368.001,13 lei.
The project "Explosive detection equipment Standard 3 type CTX", code SMIS 2014+120703 has an implementation period of 20 months, respectively 01.08.2019 - 31.03.2021.
