"PSI shed building, furnished and equipped" project, SMIS code 2014+ 141838, project co-financed by the European Regional Development Fund through Large Infrastructure Operational Program 2014 – 2020
The Avram Iancu Cluj International Airport is implementing a new project with European funds through the Large Infrastructure Operational Program 2014-2020 whose investment objective is the construction of a PSI shed building.
The PSI shed building is an autonomous rescue and fire-fighting unit for the parking of emergency vehicles and for carrying out the activities of the personnel of the private service for emergency situations of the airport, equipped and equipped with equipment to ensure the maintenance of the vehicles and utilities for the personnel of the Private Service for Airport Emergency Situations.
The location of the PSI hangar building is arranged in such a way as to ensure the direct access of special vehicles to the runway, with a reduced number of turns, the distances to be covered by rescue and intervention vehicles between the PSI building and any airport risk area , to be as short as possible, so that the intervention time is approximately 2 minutes, but no more than 3 minutes.
Upon completion of the project, Cluj International Airport will have a PSI shed building with a constructed area of 937 sqm, a usable area of 874 sqm and a platform and access road area of 2.542 sqm. The garage will consist of spaces dedicated to the parking of special vehicles and spaces dedicated to the activity of emergency personnel, spaces equipped and equipped with installations and equipment.
Expected objectives:
- a) meeting safety and security requirements at Avram Iancu Cluj International Airport.
- b) the construction of PSI sheds, equipped and equipped, which will increase the safety and security of air operations and ground handling of aircraft and passengers.
- c) compliance with the requirements of Regulation (EU) no. 139/2014 of the Commission of 12 February 2014 establishing the technical requirements and administrative procedures relating to aerodromes pursuant to Regulation (EC) no. 216/2008 of the European Parliament and of the Council and Annex to ED Decision 2017/021/R Certification Specifications and Guidance Material for Aerodromes Design CS-ADR-DSN Issue 4 of 8 December 2017.
- d) vehicles for rescue and firefighting missions (SSI), which will be housed in the PSI hangar building, will have immediate access to the airport movement surface and will be able to touch any of the extremities of this surface during the intervention time regulated by ICAO Airport Services Manual Doc 9137- part I, respectively Regulation 139/2014 – AMC5 ADR.OPS.B.010(a)(2). (intervention times of approximately 2 minutes, but no more than 3 minutes, in any of the high-risk areas of Avram Iancu International Airport Cluj RA).
The total value of the Financing Agreement is 17.282.733,93 lei, of which the amount co-financed by the European Union is 12.380.615,91 lei.
The project "PSI shed building, equipped and equipped", SMIS code 2014+141838 has an implementation period of 60 months, respectively between 01.09.2019 and 31.12.2023.
