ABOUT THE PROJECT
Through the project "Ensuring CAT III operating conditions at runway 07-25", Avram Iancu Cluj International Airport aims to increase the performance of the current ILS system from CAT II to CAT III.
Considering the location of the Avram Iancu Cluj International Airport in a low-lying area in the immediate vicinity of the Someș River, in a calendar year, especially during the spring and autumn seasons, at least 30 days are recorded with dense fog that reduces horizontal visibility below 300 meters and vertical visibility below 30 meters.
Due to the category of the existing ILS system (CAT II), the decrease in the value of horizontal visibility below 300 meters causes dysfunction in the smooth conduct of civil aviation activity at the airport due to the impact this has on flights (cancellation/rescheduling/delay).
Also, the implementation of such a system leads to an increase in the level of safety in the operation of flights, to the regularization and efficiency of operations at the Avram Iancu Cluj International Airport, especially during the presence of meteorological phenomena that cause a decrease in the visibility value so that the current ILS system cannot be used.
Given that almost 10 years have passed since the installation of radio-navigation aids (Radio-Navigation Aids), during which time technologies have evolved, and periods of fog increasingly affect air traffic, it is imperative that Avram International Airport Iancu Cluj to improve the performance of instrument landing systems, so that they can allow operation in CAT III conditions, respectively safe operation in low visibility conditions.
Taking into account that the Avram Iancu Cluj International Airport is certified in accordance with EASA requirements, the implementation of such a system is necessary both to increase the safety level of civil aviation operations at the airport, to minimize the disruption of operational activity as well as to minimize the discomfort created passengers possibly affected by possible flight delays/rerouting/cancellations caused by adverse weather conditions (horizontal and vertical visibility).
Upon completion of the project, Avram Iancu Cluj International Airport will have radio navigation systems of the highest standard, thus creating the best operating conditions for flights during the presence of meteorological phenomena that reduce the value of horizontal and vertical visibility.
The total value of the Financing Agreement is 8.500.354,66 lei, of which the amount of co-financing by the European Union is 3.035.847,73 lei.
For the project "Ensuring CAT operating conditions. III at runway 07-25" - SMIS code 2014+ 158457, the implementation period is 13 months, respectively between 01.12.2022 and 31.12.2023.
